Zalishchyky Community – Project Participation

The Zalishchyky community has become a participant in a project financed by the European Union under the Interreg NEXT Poland–Ukraine Programme 2021–2027, Priority: Environment.

Project Title:
“PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and Zalishchyky.”

Project Implementation Period:
Duration: 24 months (01.09.2024 – 31.08.2026)

Project Goal:
The goal of the project is to build effective cross-border cooperation between the cities of Jarosław and Zalishchyky and to develop joint solutions in the field of sustainable water supply and wastewater management.

Key Project Results:

  • Construction of approximately 8,400 meters of sewerage network in Jarosław, enabling residents of the northern part of the city (Dolnoleżajska, Brodowicze, and Stawki streets) to connect to the system.
  • Reconstruction of wastewater treatment facilities in Zalishchyky, serving approximately 9,000 people.
  • Development of a cross-border “Strategy for Sustainable Water and Wastewater Management Jarosław–Zalishchyky.”
  • Conducting surveys and preparing diagnostic reports on the state of water supply and wastewater systems in both Jarosław and Zalishchyky.
  • Organizing meetings with residents on both sides of the border, as well as conferences and training sessions (in Jarosław and Zalishchyky).
  • Promoting the project at every stage of its implementation.

Total Budget for Ukraine: €1,180,779.00, including:

  • EU Grant for Ukraine: €1,050,893.31
  • Contribution of the Ukrainian partner: €129,885.69

 

Agreement on Partnership

Project: “PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and Zalishchyky.”

On October 14, 2024, in Zalishchyky, a Partnership Agreement was signed, marking the launch of the project “PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and Zalishchyky.”

The agreement was signed by Adam Khomyak, Director of the Municipal Enterprise “Zalishchyky Vodokanal”, and Piotr Kuht, President of the Water Supply Enterprise in Jarosław. Thanks to this, the project received its official start and was formally opened.

The main goal of the project is to build effective cross-border cooperation between the cities of Jarosław (Poland) and Zalishchyky (Ukraine). The project is aimed at developing joint solutions for sustainable water and wastewater management, which will contribute to environmental protection and improve the quality of life of residents on both sides of the border.

Planned activities under the project include:

  • Zalishchyky: Reconstruction of wastewater treatment facilities.
  • Jarosław: Construction of a sewerage network.

“CONFERENCE ‘Key Aspects of Water Management’”

 

Conference “Key Aspects of Water Management” – Zalishchyky, March 6, 2025

On March 6, 2025, in Zalishchyky, the conference “Key Aspects of Water Management” was held. The event was organized within the framework of the project “PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and Zalishchyky”, implemented with the support of European Union funds under the Interreg NEXT Poland–Ukraine 2021–2027 Programme.

Conference Topics:

  • Modern wastewater treatment facilities – a guarantee of a clean future.
  • Principles of water management in Zalishchyky.
  • Legal aspects of water management. Strategy for water resource management.
  • Basin-based water resource management.
  • The impact of wastewater treatment facilities on the condition of surface and groundwater bodies.

Project Goal:
The project aims to build effective cross-border cooperation between the cities of Jarosław (Poland) and Zalishchyky (Ukraine) and to develop joint solutions in the field of sustainable water supply and wastewater management.

The training series has started!

Within the framework of the project PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and ZalishchykyInterreg NEXT Poland–Ukraine 2021–2027 Programme, a series of training sessions for partners on both sides of the border has begun.

On September 26 in Jarosław, the first training session took place: “Modern Technologies in Wastewater Treatment, Management, and Monitoring of Treatment Facilities.”

Participants from the Ukrainian side included representatives of the Zalishchyky City Council and the Municipal Enterprise “Zalishchyky Vodokanal.”

Project partners had the opportunity to learn about innovations and opportunities in the use of biogas, innovative technologies, and quality standards. Such meetings also provide a chance to enhance knowledge about the prospects for the development of water infrastructure.

First Training within the Project!

On November 28, 2025, in Zalishchyky, the first training session was held within the framework of the project “PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and Zalishchyky.”

Training topic: “Raising Environmental Awareness and Shaping Societal Environmental Attitudes.”
Participants discussed the role of professional groups in implementing environmental, energy, and climate policies, exchanged experiences and best practices, and explored ways to foster sustainable pro-environmental behavior in practice.

The purpose of the meeting was not only to share knowledge and experience but also to strengthen cross-border cooperation and develop joint solutions for sustainable water and wastewater management.

On December 19, 2025, in Zalishchyky, the second training session was held within the framework of the project “PACT – Partnership for a Clean Future. A Cross-Border Project to Improve Sustainable Wastewater Management in Jarosław and Zalishchyky.”

Training topic: “Education in the Field of Energy Transformation and Climate.”
Participants discussed the causes and consequences of climate change, its impact on the environment, and the instruments of European climate and energy policy.

The purpose of the meeting was not only to exchange knowledge and experience but also to strengthen cross-border cooperation and develop joint solutions for sustainable water and wastewater management.

PUBLIC MEETINGS
25 February 2026

As part of the implementation of the “Cross-border Project for Improving Sustainable Wastewater Management in Jarosław and Zalishchyky”, financed under the Interreg NEXT Poland–Ukraine 2021–2027 Programme, Priority “Environment”, and within the activities for developing the “Cross-border Strategy for Sustainable Water Supply and Wastewater Management Jarosław–Zalishchyky”,

on 25 February 2026, working meetings were held with residents of the Zalishchyky urban territorial community, representatives of local self-government bodies, public organizations, education and science institutions, enterprises, and entrepreneurs. The meetings focused on key issues related to:

  • the current state of water supply and sewage infrastructure in Zalishchyky;
  • wastewater management measures;
  • sustainable wastewater management taking into account modern scientific experience;
  • drinking water quality and the rational use of water resources.

During the working meetings:

  • the results of a survey of residents regarding the quality of water supply and wastewater services, as well as the state of the environment, were presented;
  • participants expressed opinions and proposals concerning the implementation of the cross-border initiative and contributed ideas for measures and projects within the strategic goals of the “Cross-border Strategy for Sustainable Water Supply and Wastewater Management Jarosław–Zalishchyky”.
