All waters (water bodies) within the territory of Ukraine are the national heritage of the Ukrainian people, one of the natural foundations of its economic development and social well-being.
Water resources ensure the existence of humans, animals, and plant life, and are limited and vulnerable natural objects.
Under conditions of increasing anthropogenic pressure on the environment, the development of social production, and the growth of material needs, there arises the necessity to develop and adhere to special rules for the use of water resources, their rational utilization, and ecologically oriented protection.
The Water Code, in combination with organizational, legal, economic, and educational measures, will contribute to the formation of water-ecological legal order and to ensuring the ecological safety of the population of Ukraine, as well as to the more effective, scientifically grounded use of waters and their protection from pollution, littering, and depletion.
